Once there he collaborates with both French and Latin American presses and even begins a small publication about the current Spanish situation aimed at Republican exiles. Sabiendose fichado por la Gestapo pocos dias antes de que los nazis entren en Paris en 1940 Chaves Nogales abandona la ciudad para dirigirse a Burdeos y desde alli a Londres donde permanecera hasta su muerte. En esta obra Chaves Nogales se sirve de sus conocimientos y de los multiples testimonios a los que tuvo acceso en Paris para tratar de explicar las razones que llevaron a Francia a sucumbir ante el fascismo y firmar un armisticio con Alemania en junio de 1940.
